The Return of Mexico’s Nemesis

On July 1, Mexico will in all likelihood vote the PRI, which ruled the country for seven decades, back into power for the first time since 2000. But, while many Mexicans and foreign observers fear that a PRI victory would herald a return to authoritarian rule, too much has changed in the last 12 years for that to happen.
